After 9:40 he says “…the idea that the people choose their elected representatives rather than the other way around.” Partisan Gerrymandering is taking place in states and the court, as he says, is okay with that. He brings up section 2 of the Voting Rights Act was not invalidated by SCOTUS.
SCOTUS invalidated some sections of the VRA. But the Supreme Court’s decision said that the sections were out of date and that Congress must revisit them and reestablish them as law. So it’s up to Congress to put right those states with the formerly illegal laws to reinstate the bans on the states. Those state laws were highly discriminatory against minority voters.
Being that Congress is “out of balance”, the right-wing conservatives have, like a red, infected wound, caused an inflamed, feverish battle between the invading and multiplying infection of inequality in the government and what should be a balanced fair system where all voters have equal rights. The partisan Gerrymandering is one of multiple causes of this imbalance.
