The article (see below) says Giuliani believes state legislatures can override their electoral votes.
It’s so ridiculous that Trump would go to such great lengths to defeat the system of electoral votes established by the Constitution. Giuliani asked the governor of Georgia to have the legislature override the electoral votes. The governor, a Republican, declined. It would seem to me that if the governor had agreed to do so, there would be an immediate emergency restraining order in federal court to block the governor’s attempt to change the electoral votes.
Trump keeps losing and losing yet fails to follow the protocol and concede the election. This makes one wonder why he is so desperate to win. It all points to his legal situation. He seems very concerned that when he’s no longer protected by the presidency, his civil and criminal problems will come down on him. Justice will prevail.
To prevent this from happening again, I think it’s time that the US Congress pass a constitutional amendment that determines the procedures that must be followed by a president. There is already scheduled a meeting of the electoral college where the states will cast their votes. The final score is Biden gets 306 votes, much more than the 270 needed to win.

Indeed, The Washington Post reports that on Saturday morning, Trump called Georgia Republican Gov. Brian Kemp to urge him to call a special legislative session to override the election results in that state and appoint electors who would vote for Trump. Kemp reportedly declined to do so.
